15. LITERACY CUM RESETTLEMENT PROGRAM

One of the Uy Administration's major accomplishments is the successful implementation of its resettlement program in line with the mayor's heartfelt desire to provide permanent land tenure for those families residing in hazardous areas and illegally occupying private and government lands.

Mayor Uy initiated the land banking strategy for the acquisition of land viable for resettlement. He launched the "Bahay at Buhay" program with the help of TESDA to mainstream skills training cum production on basic masonry, hollow block making and carpentry in further support to the relocated families. |
Another priority program focuses on the city government’s capacity to provide permanent land tenure for those families residing hazardous areas and illegally occupying private and government lands. The poor sanitary condition of squatters has also added to the exigency of providing shelter to these affected families. In response, land banking strategy by the LGU thru its own funds and thru Local Housing Fund of the Congressional Office has been employed.
To date, these resettlement areas has been replicated into 10 more relocation sites with 33.35 hectares and 2, 552 families acquired a decent house and permanent residential lots at the lower cost.
STRATEGIES ADOPTED TO SOLVE THE PROBLEM
- Convergence and resource sharing which means that much can be achieved if people come together and pool resources.
- Skills training : enhanced functional literacy
- Involvement of the stakeholders in planning the projects
- Coordinating with the different projects and making them work together as one project of the LGU.
RESULTS OF PROJECT IMPLEMENTATION
Impact on the community
1. Development of higher level of literacy skills
2. Feeling of importance of relocated squatters because of focused attention given to their community.
3. Sense of belonging, closeness among community members, desire to learn more, to have a better quality of life, development and application of problem solving skills initiated by the community members themselves.
