What is PESO?
The Public Employment Service Office or PESO is a non- fee charging multi- employment service facility or entity established or accredited pursuant to Republic Act 8759 otherwise known as the PESO Act of 1999.
To carry our fulfillment and equality of employment opportunities for all, and for this purpose, to strengthen and expand the existing employment facilitation service machinery of the government particularly at the local levels there shall be established in all capital towns of provinces, key cities, and other strategic areas a Public Employment Service Office. Hereinafter referred to as PESO which shall be community – based and maintained largely by the Local Government Units (LGUs), Non Government (NGOs) Community Based Organization (CBOs), Universities and Colleges, Technical and Vocational Institution, as well as those institutionalized by virtue of legislative actions of local government coordination and technical supervision, and to the DOLE central office, to constitute the national employment service network.
Objective of PESO
General Objective
Ensure the prompt, timely and efficient delivery of employment service and provision of information on the other DOLE programs.
Specific Objectives
- Provide a venue where people could explore simultaneously various employment options and actually seek assistance they prefer;
- Serve as referral and information center for various services and programs of DOLE and other government agencies present in the area;
- Provide clients with adequate information on employment and labor market situation in the area; and
- Network with other PESOs on employment for job exchange purpose

Legal Basis
Republic Act 8759 signed into law on February 14, 1999. An act institutionalizing the establishment PESO nationwide.
Memorandum of Agreement between Department of Labor & Employment with the Local Government of Tagum signed last June 16, 1994.
City Ordinance No 58 s of 2002 “An ordinance creating the Public Employment and Development Service Office (PEDSO) providing it’s Composition, Duties, Function and Responsibility Appropriating Funds thereof.
City Ordinance No 187 s of 2005 “Re – organization of the City Government of Tagum.
About the personnel:
The Public Employment Service Office is manned by eight (8) personnel, six (6) of which are permanent in status and 2 casuals. The eight manpower complement has effectively facilitated PESO programs and services, to wit;

TAGUM CITY: REGIONAL OFFICIAL ENTRY FOR 2006 NATIONAL BEST PESO
The search is on for the National BEST PESO nationwide. The best PESO is aimed to recognize the contribution of the PESO on employment facilitation programs and to reward its outstanding accomplishments.
The search shall cover all existing and operational PESO as confirmed by the DOLE Regional Office, whether it is an LGU, NGO and School Based PESO.
In Region XI, Tagum City is the official entry for component city category along with Davao City for Urbanized City, COMVAL for Provincial level and Monkayo for Municipal level.
Tagum City stand out in the region for the following reasons, to wit:
Two time Hall of Fame Award(2002 & 2007)
Consistent Awardee since 1994
Tagum City PESO Manager received Loyalty award for having been a PESO Manager for more than 10 years in the service as PESO (She is the most “Senior” among the PESO Managers)
Among the PESO and PESO Manager, it was Ms. Nilda A. Garcia, MPA who has implemented more that 15 DOLE programs, projects, introduced innovations such as Young Ones United to Help wherein SPES beneficiaries were organized and after their graduation help SPES student beneficiaries succeeding them; SPES Tracking System; Initiated the passage of the ordinance on the issuance of Mayor’s Permit to recruitment agencies both local and overseas to monitor and to minimize the incidence of illegal recruitment in Davao del Norte.
Tagum City PESO through the initiative of Ms. NILDA A. GARCIA, MPA is the first PESO that has been institutionalized in the region wherein both staffing pattern , P1million budget and office are incorporated in the City Ordinance no 58 s – 2002 which took less than 6 months to be approved by the Sangguniang Panglungsod.
Ms. Garcia has valuable contribution in the formulation of PESO Vision, Mission and Goals as well as in the adoption of realistic targeting method of PESO Managers;
Ms. Garcia was instrumental in the establishment of University of Mindanao and St. Mary’s College PESO.
Finally, Tagum City meets the criteria of the Best PESO Award and accomplished more than was enumerated in the criteria and in the three areas considered namely; labor market information, vocational and guidance services and employment facilitation.
As of the moment, all regions are waiting for the result of the said search. Awarding shall take place in time of the PESO National Congress on October 2007.
