...The Legislative body of the city, shall enact ordinances, approve resolutions and appropriate funds for the general welfare of the city and itsinhabitants pursuant to Section 16 of the Code (RA 7160) and in the proper exercise of the corporate powers of the city as provided in Rule IX of these Rules, an dshall:

1.) Approve ordinances and pass resolutions necessary for an efficient and effective government.

2.) Generate and maximize the use of resources and revenues for the development plans, program objectives and priorities of the city as provided in Section 18 of the Code (RA 7160) with particular attention to agro-industrial development and city wide growth and progress.

3.) Subject to the provisions of Book II of the Code, enact ordinances granting franchises and authorizing the issuance fo permits of licenses, upon such conditions and for such purposes intended to promote the general welfare of the inhabitants of the city and pursuant to this legislative authority.

4.) Regulate activities which shall ensure the efficient and effective delivery of the basic services and facilities as provided in Rule V of these Rules.
