CONSTITUTION BASIS :

.........The Congress shall enact a local government code which shall provide for a more responsive and accountable local government structure institutes through system of dencentralization with effective mechanisms of recall, initiative, and referendum, allocate among the different local government units their powers, responsibilities, and resources, and provide for the qualifications, election, appointment and removal, term, salaries powers and functions and duties of local officials, and all other matters relating to the organization and operation of the local units (Section. 3, Article X, 1987 Philippine Constitution).

. The 3rd Council convenes at the SP Session Hall every Monday at 9:00 o'clock in the morning for the Regular Session. Held here is the privilege hour, question hour, reading and referral of proposed measures, committee reports as well as the Calendar of Business which includes the unfinished business, business of the day -i.e. measures on 2nd reading, unassigned business, and measures on 3rd reading.
