WOMEN DEVELOPMENT PROGRAM

In consonance with RA 7192 or the Women in Development and Nation-Building Act, an act promoting the integration of women as full and equal partners of men in development and nation building and for other purposes, the Local Government Unit of Tagum City ensures active participation of women and women’s organizations by providing them programs and projects. Empowered with the right skill and proper motivation, these women will become powerful agent in nation building, thus the inception of the Women Development Program actively advocated by the Tagum City Council of Women (TCCW).

Vision and Mission

An empowered women sector enjoying an improved quality life, contributing its share in nation-building, through the provision of the skills training, employment promotion, livelihood activities and other related community services inspired by the spirit of volunteerism promoting the cause of women and other sectors of society.

To conduct skills and development training and other entrepreneurial activities for employment thereby contributing to the improvement of their quality of life.

To extend financial aid to members in the form of soft loans while at the same time instilling in them the value of entrepreneurship as they continue to hone their marketing potentials through participation in entrepreneurial skills trainings.

To collaborate with NGOs, establish and facilitate networking of its members with different government and efficient delivery of services.

Action Agenda

Help in mainstreaming Gender and Development (GAD) in pursuit of women empowerment, gender quality, social justice, lasting peace, fulfillment an protection of human rights and sustainable development;

Build the entrepreneurial capability of marginalized women locally, nationally and internationally;

Establish linkage with business sector, GO, NGO institutions to ensure women’s access to resources, information and technology, in order to pursue its projects more effectively

Profile

Historical Background

In cognizance of the need to empower the women of Tagum City so as to push for the important role of women in nation-building stipulated under the provisions of RA 7192, also known as the Role of Women in Nation Building Act, the women of Tagum City organized themselves into what is now known as the Tagum City Council of Women.

During its formative stage, the organization received criticisms and doubts from the community. Notwithstanding the skepticisms, they forged ahead and on February 8, 2000, its pioneering set of officers was sworn into office by Hon. Rey T. Uy. With zeal to be of greater service, the Council sought for a legal stance and registered with the department of Trade an Industry and with the Securities and Exchange Commission on June 28, 2007 and August 22, 2000, respectively. On the same year, the Council became an accredited Non-Government Organization of Tagum City through a resolution passed by the Sangguniang Panglungsod.

In support to the council, the Soroptimist International gave ten thousand dollars, aprt of which was used in the purchase of catering equipment and multicab to the haus of kakanin.

Its office is located at Stall 41-A Tagum Trade and Cultural Center along Roxas Avenue, Tagum City with telephone number (084) 218-4807. Among the services it offers are: community and development services, selling of kakanin, and catering.

Composition / Affiliates

The stronghold and backbone of the Council rest on its component Barangay Council of Women (BCoWs) each operating in the 23 barangays of Tagum City. In view of strengthening and sustaining its ties and programs, the Council also has Sectoral Women’s Organizations comprised of the following: Muslim Tribal Council of Women, Tribal Council of Women, TOTIT Council of Women, Evangelical Council of Women and recently the Federation of Urban Poor Women Association. A youth women group was likewise organized known as AMIGA as the Tagum City Young Council of Women. However, said group needs to be revived.

    2. Establish a Bincungan Floating Restaurant
    3. Establish a Center Aisle Comfort Room at Bincungan Highway
    4. Establish a Training Center for Women
    5. Establish an Inigenous People’s MuseumPublish regular newsletter for the council
    6. Establish a Mother and Child Care Unit “Birthing Center or Paanakan” in the Barangay
    7. Organize a Women Youth Theater GroupConduct a training for Herbal Medicines for the Lumads
    8. Conduct more trainings for the baranga

Recent Accomplishments/Projects                 

ACTION PLANNING
Early this year, the Council convened for an action planning pertaining to the proposed calendar of activities that will be conducted.

2007 WOMEN‘S MONTH CELEBRATION

  • In observance of the International Women’s Month, the Council together with other women organizations in the Davao del Norte Province form the March 8 Convenors. The monthlong celebration was highlighted by various activities related to, skills training and paralegal seminars, health and wellness and entrepreneurial exhibit. The Culminating activity was highlighted by the coronation of the Gng. Milyonarya 2007.           

HEALTH

  • The Council is one of the core agencies in the implementation of the Eye Care & Other Services Program which endeavors to help indigent patients as well as philhealth patients who need medical intervention.
  • A citywide Operation Tuli was conducted at the Davao Regional Hospital Gym last May 2007 which catered uncircumcised children from the different barangays in Tagum City with a minimum fee of fifty pesos. Pool of medical and non-medical volunteers rendered service which help made the activity a success.

LIVELIHOOD

Management of Four (4) Public Comfort Rooms

  • In line with its thrust of generating employment and providing source of livelihood to its members, the Council signed a Memorandum of Agreement with LGU-Tagum which granted the management of the four (4) public comfort rooms at the Tagum Trade and Cultural Center: two male restrooms and two female restrooms. Among the beneficiaries are: Magugpo South BCoW, Visayan Village BCoW, Magugpo East BCoW and Magugpo Poblacion BCoW. Each BCoW pays a monthly rental of one thousand pesos (P1, 000.00) to the City and five hundred pesos (P500.00) to the TCCW. This provides better services to the public as well as good maintenance of the said facilities.

Management of Four (4) Kabuhayan Kiosks at Public Market

  • Another business venture was entered into by the Council providing livelihood to its members through the construction of four (4) additional kiosks at the Tagum City Public market. The beneficiaries are: Cuambogan BCoW, Magugpo North BCoW, Muslim SCoW, and La Filipina BCoW. Partner agencies which include TM, Coca-Cola, and San Miguel helped the recipient BCoWs in the improvement of their respective kiosks. To date, a total of seven (7) kiosks are existing.

Launching of B’YANENG Products

  • Another promising entrepreneurial activity engaged by the Council is the introduction of B’yaneng products, the product name of all products produced by the Council. Initially, three products will be showcased, to wit: 
          * Honey-dipped banana chips
          * Sinamak (counterpart of sukang “pinakurat”) 
          * Peanut butter
  • B’yaneng products come in a novelty packaging material comparable to the products sold commercially.
  • It will provide an alternate livelihood for the women of Tagum City and enhance their entrepreneurial skills.
  • These products will open opportunities for possible exportation.
  • It will also showcase the ingenuity of Tagumeños which in a way will promote tourism.
