FIRE SAFETY TIPS
  1. Do not smoke in bed. Crush cigarette butts thoroughly before discarding them. Do not throw them into waster baskets.
  2. Keep lighted candles, oil or gas lmaps away from curtain and other objects that easily catch fire.Do not store any flammable substances or any volative liquid in the kitchen and inside dwelling houses.keep matches and lighters away from children's reach.
  3. Do not use open flamesfor decorations in the house.
  4. Extinguish all live charcoals and embers after cooking in the kitchen. Make sure the kitchen is inspected before retiring for the night.
  5. Kerosene and gas stones should be checked for leakage and regularly cleaned. It is best to invest in a qualify LPG tank.
  6. Check regularly your electrical installations, and have all frayed wiring, damaged sockets, swithes and other defective electrical fistures changed or repaired promptly.All electrical installations, repairs and changes should be undertaken by licensed electricians.
  7. Never run electrical cords under rugs. Cords of portable applicances should be as short as possible.
  8. Do not overload your electrical circuits by profusely putting extra lights and appliances.
  9. Combustible and other flimsy materials should not be placed near bulbs

WHAT TO CONSIDER IN A FIRE SAFETY INSPECTION?

The Fire Bureau is mandated to conduct inspection to all establishments within the local area of responsibility. Under PD 1185, inspections shall be conducted on seven (7) instances, to wit;
    1. before issuance of building permit
    2. before issuance of business permit
    3. before issuance of final certificate of electrical installation
    4. before issuance of occupancy permit
    5. when there is complaint
    6. when there is change of occupancy
    7. during regular/annual inspection except single family dwelling

INTRODUCTION

All over the world, fire is considered the most ruthless agent of destruction man and nature have ever faced. Not only does it inflict damage to human life and property, it can also do irreparable damage to environment. Aside from suffering and anguish it brings to families, it is detrimental to a growing economy like the Philippines.

Repercussions of the fire also include losses from social dislocation, cancelled business opportunities and destruction on the natural environment through pollution and scorching of trees and other life forms.

But the greatest tragedy generated by fire is wrought upon human life. For this reason, the government has been spending much resources to confront this scourge through a combination of preventive measures and direct application strategies.

Pursuant to the provisions of Presidential Decree 1185 otherwise known as the Fire Code of the Philippines and Republic Act 6975 also known as the Department of the Interior and Local Government (DILG) Act of 1990, the Bureau of Fire Protection is mandated to undertake all precautionary measures to prevent the occurrence of fires and other related hazards.

LEGAL MANDATE

The Bureau of Fire Protection was created under Rule VIII. Section 49 of Republic Act No. 6975, otherwise known as the DILG Act of 1990. This hardworking organization is tasked among others with following legal mandates.

    1. Responsible for the prevention and/or suppression/confinement of all destructive fires on;
      • buildings, houses and other similar structures
      • forests
      • land transportation vehicles and equipment
      • ships/vessels docked at piers, wharves or anchored at major seaports
      • petroleum industry installation
      • plane crashes and other similar incidents
    2. Responsible for the enforcement of the Fire Code of the Philippines (PD 1185) and other related laws.
    3. Responsible for the conduct of all investigations involving fire incidents and the causes thereof, including the filing of appropriate complaints/cases with the courts, should evidence warrants.
    4. In times of national emergency, all elements of the Fire Bureau shall upon Direction of the President, assist the Armed Forces of the Philippines (AFP) in meeting national emergency.
    5. Shall establish at least one (1) fire station with adequate personnel, firefighting facilities and equipment in every provincial capital, city and municipality subject to the standards, rules and regulations as may be promulgated by the DILG.

 

MAJOR ACCOMPLISHMENTS OF TAGUM CITY FIRE STATION

The Tagum City Fire Station led by City Fire Marshal, SR INSP FELIPE B ALCOBERES BFP under the Bureau of Fire Protection (BFP) is deemed as one of the first fire stations in the province. It is presently situated and accessible along Apokon Road, Magugpo East, just within the city proper.

During fire emergencies, the city is capable of deploying a total of five (5) firetrucks with a total water capacity of 30,000 liters. Should need arises, emergency responders can also tap the assistance of the city government\rquote s water tanker and another from the Provincial Government of Davao.

The fire station of the Fire Bureau is equipped with three (3) serviceable firetrucks. It also merged with Response Team Unlimited (RTU), a volunteer support group in fire emergencies under the city government through the City Disaster Coordinating Council (CDCC).

The RTU, on the other hand, is also equipped with two (2) firetrucks and (1) ambulance. Organic personnel of the Fire Bureau and the RTU have a total combined firefighting manpower of 50.

The station has also strengthened partnership with various emergency volunteer groups with capability of responding to rescue operation, fire suppression and radio communication such as URGENT Inc. Rescue & Civic Radio Communication Group, Kababayan Riders Association for a New Cultural Harmony and Order (KARANCHO) and Kabalikat Civicom.

FIRE PREVENTION CAMPAIGN

The main thrust of the local fire station is focused on the intensification of fire prevention program evident with the massive conduct of fire safety inspection to all business establishments in the city. As one of the approving authorities for the application of the business licenses, the local fire station has required to provide at least one (1) fire extinguisher per establishment as domestic firefighting apparatus.

The accomplishment of the local fire station that is being lauded by the different sectors is the continuous conduct of fire safety seminars, drills and symposia. The Education and Information Section of Tagum City Fire Station has successfully steered series of these activities to schools, business establishments and vital installations of the city.

Sensing the need to organize an initial responding unit, the local fire station also include under this program the organization and training of volunteer fire brigades in the barangay and establishments.

Due to the resounding success of the fire prevention program, two fire officers from this station in the persons of FO3 Melvin M. Esporsado BFP and FO3 Cyrus B. Medina BFP were conferred Medalya ng Papuri by the National Headquarters of the Fire Bureau on the occasion of the organization's 33rd anniversary.

It was the first time that fire officers coming from this station received an award from the National Office of the BFP. Being fire safety lecturers, they were recognized for their efforts of educating the local populace and some parts of Davao del Norte on fire safety. They were also responsible for the organization of volunteer fire brigades in the City of Tagum.

INSTALLATION OF FIRE HYDRANTS AND SOURCE OF WATER

In coordination with the Tagum Water District, the local BFP authorities conducted hydrant test and inspection to existing fire hydrants in the city proper and established the presence of a combined more than 300 serviceable fire hydrants and blow-offs merely in the downtown area. Refilling for water during emergencies can also be made at the city motorpool where a water pump is located.

Request for emergency assistance can be reached through local hotline number 160 and (084) 400-4225 and (084) 218-6579 of RTU. Radio communicators can also have access on frequency 15.301.50 mz. (Viking Base) It is also accepting request and invitation for the conduct of fire safety seminars and training to all levels of the community. For recent years, the fire incident cases of the locality has reduced, an indication that the fire safety consciousness and awareness through fire prevention campaign have reached to a monumental success. The station is open to the public for 24 hours.
