Born on June 16, 1961 of parents Orlando Tabligan Zulueta (Deceased) and Alicia Sentinar-Degayo Zulueta, married to Flordeliza Jugar-Zulueta and blessed with five children; Mary Rose (23) - Barangay Kagawad, Edward Allan (21), Jessie Allan (19), and Marygold (17) and Marella Sybil (14). Graduated Bachelor of Laws at Ateneo de Davao University, Bachelor of Science in Education and Bachelor of Arts at University of Mindanao Tagum College.
