Born on October 31, 1965 of parents Simeon N. Millan Jr. and Ofelia Diamante - Millan, married to Maria Lilibeth Abellanida-Millan and blessed with 2 children, namely; Krysthia and Kathryn. Graduated Bachelor of Laws in Ateneo de Davao University with a College Degree Bachelor of Arts in Economics, a practicing lawyer and a former Dean and Instructor of UM Tagum College (College of Law).
